The stretch of Central Street between Green Bay and Hartrey was frequently referred to during the Central Street Plan process as the "crown jewel" of the road for its beloved "village" feel, anchored by a branch library and post office, and a collection of eclectic buildings and shops. The task of a citizen or property-owner seeking to overturn a municipal zoning or land-use decision has become a little more complicated, or a little easier, depending how you look at it, as a result of two laws passed in the last three years by the Illinois legislature.

Bike Lanes Make Traffic Safer

Ultimately, the environmental effect of bike lanes will take more study, as pointed out elsewhere. But it does appear that they make traffic a little safer. A decade ago, the Chicago Department of Transportation surveyed bicycle program coordinators in multiple other cities, and not only found that dedicated lanes on 44' streets were possible, but that other cities, including Toronto, Portland (Ore.), Philadelphia, Cambridge (Mass.), and Madison (Wis.), reported that bike lanes or guide lines appeared to have a calming effect on automobile speeds.

WSJ - "Bike Lanes Cause Polution"

The Wall Street Journal on Wednesday, August 20, 2008 contained an article out of San Francisco concerning an individual who argues that building bike lanes is, in fact, causing more polution. Bob Anderson has sued in state court and has effectively stopped the implementation of San Francisco's 527 page bike plan while an environmental-impact study, which is expected to take at least another year, is completed.
